Rear Admiral (R Adm) Bobmanuel Kokoete Effiong was born on 10 January 1972 at Calabar in Cross River State. He hails from Obutong, Calabar Municipality of Cross River State. He attended several primary schools, worthy of note is Command Children School Army Barracks, Yaba, Lagos between 1980 and 1983. Thereafter he proceeded for his secondary school education at the Nigerian Military School Zaria from 1984 to 1989 and was admitted as a member of 42 Regular Course at Nigerian Defence Academy on 17 August 1990. He was commissioned into the Nigerian Navy as a Sub-Lieutenant on 16 sept 1995. Over the years the Senior Officer was promoted accordingly up to his present rank of Rear Admiral in December 2024. Rear Admiral Bobmanuel has served in various capacities at different ranks during the course of his career. He had his Watch Keeping Certificate onboard Nigerian Navy Ship AMBE in 1998 while on Economic Community of West African States Monitoring Group operations in Liberia and Sierra Leone. He held various administrative appointments before being appointed as the Navigating Officer onboard Nigerian Navy Ships SIRI and KYANWA in 2007 and 2008, respectively. He was a Directing Staff at the prestigious Armed Forces Command and Staff College, Jaji, between 2010 and 2012. He was also the Executive Officer Forward Operating Base BONNY, from 2012 – 2013 Maritime Component Commander Operation LAFIYA DOLE in 2025, Median Commanding Officer Nigeria Navy Ship SAGBAMA from 2015 to 2016 and Nigerian Navy Ship BEECROFT in 2016. After his Strategic and Higher Management Defence Course at the National Defence College, Nigeria from 2016 to 2017, he served as the Assistant Director Monitoring, Evaluation and Assessment at the Naval Headquarters in 2017.
He later proceeded to the Naval War College, Nigeria, as a Directing Staff in 2018. Thereafter, he was appointed Directing Staff in the National Defence College, Nigeria, from 17 September 2020 to 2022 March 2022. Subsequently, he was appointed Command Operations Officer, Headquarters Western Naval Command from 22 March 2022 – April 2023, and Commandant Nigerian Naval College from 17 Apr 2023 – 5 Feb 2025. He was the Director of Administration Naval Headquarters, an appointment he held from 5 February 2025 – 4 Nov 25, before his present appointment as the Fourth Flag Officer Commanding Naval Doctrine Command. Rear Bobmanuel has attended several military and civil courses. The military courses include the Sub Technical Course at Nigerian Navy Ship QUORRA in 1996, Junior Staff Course at the prestigious Armed Forces Command and Staff College, Jaji in 2002, Officers Long Course at Nigerian Navy Ship QUORRA in 2003 specialising in Navigation and Direction and the Senior Staff Course at Armed Forces Command and Staff College, Jaji in 2007. He attended the National Defence College Nigeria (NDC) Course 25, between 2016 – 2017. His civil qualifications include Bachelor of Science in Physics from Nigerian Defence Academy in 1994, National Institute of Information Technology Certificate in Oracle 10g in 2005, Masters in Electronics and Telecommunications from Obafemi Awolowo University Ife in 2009, Masters in International Affairs and Diplomacy from Ahmadu Bello University Zaria in 2011 and Masters in Strategic Studies (MSS) from University of Ibadan in 2017. He has attended several workshops and seminars such as the Offshore Patrol Vessel Conference, Lagos in 2015, E-government and Security, Abuja in 2017, Workshop at the Society for Peace Studies and Practice, Ogbomosho 2018 and Nigerian Immigration Border Control, Calabar in 2019, among others. He is a member National Institute of Management (NIM), Member Society for Peace Studies and Practice (SPSP) and Member Chartered Institute of Personnel Management (CIPM). He has the following awards and decorations; Grand Service Star, Fellow National Defence College Nigeria Dagger, Fellow Naval War College Dagger, Pass Staff Course Dagger.
Rear Admiral Effiong is married with 3 children and his hobbies include watching and playing games.
